Introduced by the County Services and Finance Committees of the:

RESOLUTION #03-132

WHEREAS, much of the funding for the Southside Community Coalition's summer work program has been recently eliminated; and

WHEREAS, this untimely elimination of funding places this program in jeopardy; and

WHEREAS, elimination of the program will eliminate employment opportunities for approximately twenty 14-17 year old urban youth; and

WHEREAS, this type of program will have a positive impact on the appropriate development of youth, one of the county's long term objectives; and

WHEREAS, the Lansing School District has agreed to support the program by acting as fiduciary and by providing coordination and administrative support.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a contract for $10,000 with the Lansing School District to support the Southside Community Coalition's summer work program.

BE IT FURTHER RESOLVED, that the funds will be taken from the County's Contingency Fund and are to be used for the payment of participant wages, not administrative costs.

BE IT FURTHER RESOLVED, that the Southside Community Coalition shall attempt to utilize county departments (such as the Parks Department) for work sites.

BE IT FURTHER RESOLVED, that this contract is authorized with the understanding that it is a contract for the summer of 2003 only, and that any further requests for funding must be made in the county's annual process for community agencies.

BE IT FURTHER RESOLVED, that the recipient shall make every effort to secure funding from other sources.

BE IT FURTHER RESOLVED, that the Lansing School District will submit a report detailing their expenditures as related to the $10,000 and the outcome of the training program.

BE IT FURTHER RESOLVED, that the County Board Chairperson and Clerk are authorized to sign a contract for this purpose as drafted by the County Attorney.
